In compliance with the "Fair and Open Grants" Article of the "Budget Accountability and Planning Act of 1993," following is the information on a grant program being implemented in the fall/winter of 1998-1999.

Rule 267-12-.02 The Name of the Grant Program

Rural Highway Maintenance Striping Machine.

Rule 267-12-.03 The Citation to Statutory Basis for the Grant Program in the Official Code of Georgia Annotated or Other General Law of the State of Georgia

Funded from Stripper Well Settlement Agreement Petroleum Overcharge funds.

Rule 267-12-.04 The General Scope and Purpose of the Grant Program

To comply with the federal court's order to provide restitution to the State's citizens through energy and transportation related programs.

Rule 267-12-.05 General Terms and Conditions of the Grant

To provide funds to local governments or non-profit organizations who wish to restripe their rural, locally maintained roadways. Total funding available for this equipment is $25,000 statewide.

Rule 267-12-.06 Eligible Recipients of the Grant

Local Government and Non-Profit organizations.

Rule 267-12-.07 The Criteria for the Award of the Grant

The Georgia Environmental Facilities Authority (GEFA) will review those applications based upon the local government or non-profit's ability to quickly purchase and operate a road restriping program. Equipment purchased must be fuel efficient and save more energy than traditional striping procedures. Higher value will be given to those applications which are multi-county/jurisdictional in nature. Therefore, GEFA is looking for applications where equipment can be shared to make the most efficient use of limited resources. In addition, any on-profit applicant must submit a copy of their most recent financial audit or financial statement.

Rule 267-12-.08 Directions and Deadlines for Applying for Such Grant

Proposals or applications will be reviewed and approved on a first come/first served basis. The last date for receiving applications for review is January 30, 1997. However, applicants should be advised that proposals and applications may be approved and funds committed prior to that date. Fax Copies will not be accepted or considered for funding. Proposals or applications should be mailed to:
