Chapter 267-27 THE GEORGIA FUND $500,000 WASTEWATER REUSE GRANT PROGRAM

Rule 267-27-.01 Purpose

In compliance with the "Fair and Open Grants" Article of the "Budget Accountability and Planning Act of 1993," following is the information on a grant program being implemented in the year of 2007 by the Georgia Environmental Facilities Authority (GEFA).

Rule 267-27-.02 The Name of the Grant Program

The Georgia Fund $500,000 Wastewater Reuse Grant Program.

Rule 267-27-.03 The Citation to Statutory Basis for the Grant Program in the Official Code of Georgia Annototated or Other General Law of the State of Georgia

Funded from a $500,000 direct appropriation by the 2007 Session of the General Assembly of Georgia.

Rule 267-27-.04 The General Scope and Purpose of the Grant

To provide one-time grants for the reuse of treated wastewater to support economic growth and development. The geographic area eligible for these grants is in the rapidly growing regions in Chatham, Effingham, Liberty, Bryan and Glynn Counties where scientific studies have shown that the continued pumping and use of the Floridan Aquifer will contribute to an increase in the salt content of this freshwater resource. These grant funds will be leveraged by municipal and private entities and will support pilot projects that will have immediate reuse results, reducing the pressure on the Floridan Aquifer. One way to foster more efficient and higher value uses of the aquifer is by encouraging via incentive the reuse or reclamation of wastewater to meet a set of water needs that will otherwise be met by use of potable water from the aquifer. The major provisions to be considered that will provide an incentive to reuse and reclaim wastewater are:

A) Treatment facilities capable of producing sufficient quantities of reusable water;
B) Sufficient wet-weather storage to retain reuse water for extended periods without storage and/or wet-weather discharge permit;
C) Transmission lines to convey reuse water to end users; and
D) Sufficient number of end users with the properly equipped mechanisms - and understanding - required to make efficient and effective use of reuse water.

Rule 267-27-.05 General Terms and Conditions of the Grant

Qualifying governments that have pilot projects that will support immediate reuse results are eligible. Qualifying governments may receive an incentive grant to be combined with other funding necessary for the completion of the project.

Rule 267-27-.06 Eligible Recipients of the Grant

Local governments as defined in O.C.G.A. 50-23-4(7)in Chatham, Effingham, Liberty, Bryan and Glynn Counties are eligible.

Rule 267-27-.07 The Criteria for the Award of the Grant

Projects must undergo an environmental review by the Environmental Protection Division (EPD) of the State of Georgia and receive approval of Plans and Specifications by EPD. If the project exceeds the grant amount, and the balance of required funding is to be provided by a GEFA loan, the local government must undergo a financial review by GEFA Finance Department and achieve a debt coverage ratio of 105%.

Rule 267-27-.08 Directions and Deadlines for Applying for Such Grant

Funding from the grant is very limited. Local governments in the eligible counties referenced in the " 267-27-.04 - General Scope and Purpose of the Grant Program" with viable projects will be evaluated and awarded on a first come, first served basis. To apply for grant funds, the local governments in these counties are encouraged to request a grant/loan application package from GEFA by calling 404/584-1000 or download an application from GEFA's website at www.gefa.org.
